Yes, DDC is authorized to form new corporations and spin them off to existing tribally owned businesses, enterprises or political subdivisions.  For example, if a chapter wanted to form a corporation to purchase or develop a new business, the chapter could request DDC to form the corporation and pass ownership onto the chapter.  Of course, the DDC Guidelines (shown elsewhere on this website) for establishing new corporations would have to be followed prior to approval.
